SZSE Launches the “Sunshine Regulation and Transparent Services” Column
On September 9, the column of “Sunshine Regulation and Transparent Services” was officially launched on the homepage of the official website of SZSE, providing a “one-stop” centralized display of the lists of self-disciplinary regulation matters and market service matters of SZSE. Meanwhile, 39 commonly used service guides for market entities were updated and released. Compared with the original one, the new column features more convenient inquiry, more user-friendly display and more accurate classification. This is another important measure for SZSE to further implement the requirements on the reform of “streamlining administration, delegating power, and improving services” and the regulatory transformation and carry out in depth the campaign of “Three Transparents and Two Improvements” to effectively improve the work style and optimize services for the continuous advance of building a transparent exchange.
Adhering to “transparent” operations and presenting a “panoramic” list of regulatory services
SZSE attaches great importance to and strictly performs its duties in accordance with regulations and operates transparently. Since 2004, SZSE has cleaned up and publicized the review and registration matters for five times. In 2020, the list of self-disciplinary regulation matters and the list of market service matters (“two lists”) were compiled and made public. In August this year, taking the opportunity of fully implementing the registration-based IPO system, SZSE updated and improved the “two lists” based on business development and changes in functions. In terms of the list of regulation matters, SZSE has fully implemented the registration-based IPO system, expanded the function of issuance and listing review from the ChiNext Board to the Main Board, and added the functions of relevant product listing review and continuous information disclosure regulation for new products and new businesses such as depository receipts under the stock connect scheme and publicly offered infrastructure REITs. In terms of the list of service matters, new functions have been added based on the latest service practices, such as online solicitation services for shareholder rights, cross-border conversion institution and depositary registration for depositary receipts under the stock connect scheme, market maker services for Chinese depositary receipts, and market maker and sales agency services for the GTrade platform.
The revised “two lists” closely follow SZSE’s responsibilities and positioning under the new situation, highlight the service-oriented concept, present self-disciplinary regulation with “full aperture” and “diversified” market service functions. They list the basis of rules item by item and achieve a “one-click link” to the text of rules, further improving the transparency of regulatory services.
Focusing on market demand and creating one-stop service guides with “full coverage”
SZSE is committed to providing clear and convenient services for market entities to handle their business. In 2020, SZSE compiled and published 31 service guides in conjunction with the “two lists”. On that basis, SZSE has further sorted out and integrated various guides and manuals according to business practice and market demand and has formulated and revised 39 service guides and displayed them in the new column by type. On the one hand, in response to the development of new products and new businesses, nine new service guides were formulated to further enrich the service guide system, including switching board listing, depository receipts under the stock connect scheme, publicly offered infrastructure REITs and the GTrade platform. On the other hand, the original 31 service guides were integrated and revised to 30 pieces to further adapt to practical needs and optimize service processes.
The optimized service guides fully cover stocks, bonds, funds, derivatives, cross-border innovation, membership and transactions, comprehensive services and other products and businesses. The service guides are classified by the field of business, ranked by the frequency of use, and compiled in a unified format, highlighting the key elements such as handling time limit, list of materials and consulting methods that market entities are most concerned about so that they can be found, understood and used well by market entities, thus facilitating clear and convenient handling of affairs.
